Cat flings a ton of litter out of the box every time I scoop/clean it.

I have a ~3 year old neutered male cat. He was fostering with a multi-cat household for a few months before I adopted him, and he's an only cat in my home. He's been living with me about two months now. FIV+ but otherwise a clean bill of health from the vet. Overall, he's very well-adjusted. No difficulty getting him to use the litter box, which is a very large covered box with an open front.

However, every time I scoop the box out and mix in clean litter, within a few hours, he gets in and flings several cups of litter onto the floor like a he's a dog digging a hole. He does this once, I clean it up, he goes back to normal and uses the box without making a ridiculous mess until the next time I scoop it.

At first, I thought maybe he preferred having less litter in the box and was trying to remove some, so I decreased the amount of litter in the box significantly and left only a shallow layer. He still flung a bunch of it.

I tried scooping but not putting in any new litter afterward. Still flung some.

I tried dumping all the litter, scrubbing out the box, and putting in fresh litter. Flung a ton of it that time.

He also doesn't urinate or defecate on his litter-flinging visits. He makes a trip to the box exclusively for this purpose, and he comes back later to relieve himself.

It honestly seems kind of playful - I've watched him do it, and his mannerisms are similar to when he's wrestling a toy or using his scratcher. He does not seem at all distressed.

Thankfully, it's freshly-scooped litter that he throws everywhere, so all I have to do is vacuum it up, but does anyone have any idea why he's doing this or how to stop him?
