Dogs running away, help

So I have two bloodhounds. I'm looking after them for my mother while she's away working. They like to run away, and one is particularly sneaky. They have figured out every lead we've used to tie them out, slipped every collar we have tried.

They are not outdoor dogs, we basically only take them out to pee and to exercise, so it's not like they're neglected. We have a kennel for them, and they've just figured out how to open the latch. The last two days they've escaped, and after last time I put something up against the door to hold it.

I'm at my wits end. I'm so worried about the dogs every time they run away, but I don't know what else I can do to keep them safe. I take them to and from the kennels on leashes, so they won't run off, but they're smart. How can I keep these sweet, Houdinis from taking off and possibly getting hurt?
