I found 45 ticks on my dog (advice)

I live in up state New York and I took my dog on a short walking trail. We stayed on the path, there was no tall grass and we didn't go near any bushes or low tree branches. But when I got home I noticed a few little black specs in his fur. Looking closer I saw they were moving. Evey time I got rid of one there was another in its place. I ended up having to take him to the vet and they counted in a jar 45 mother fucking ticks.

I am so confused how this happened!! I give my dog a monthly topical flea and tick treatment, the stuff isn't cheap so I figured it would work! I've also been on this trail with other dogs and never had an issue or even found a tick on myself. There are areas where I live that are marked with "high tick population" signs and this trail was not one of them! A lot of people bring their dogs and kids there. I'm just curious if this was just horrible luck and somehow with out me noticing my dog sat right on top of a nest of ticks that was on the trail? I cant think of any other way he would get such an obscene amount on him. Maybe I'm doing something wrong.

I'm honestly afraid to bring him on another hike which breaks my heart cause that's my favorite thing to do but I can't handle pulling 50 ticks off of him again.
