Rescuing Turtles

Hello! Two young RES were abandoned at my place of work. We have already been caring for them for about 8 weeks now so I have a good idea of what they need for the most part. Unfortunately, their owner had an emergency and needed to leave the state. Keeping turtles is something my boyfriend and I have discussed in the past and now the opportunity is presenting itself. The one problem we have is that we have zero space inside (we have 4 other aqurariums, a snake, a gecko, and a massive hermit crab tank) and were trying to figure out a way to keep them outside. The catch is we live in Phoenix. One of the zoos here has a huge lake and tons of turtles/RES living in it year round (and other non-native species people have dumped), so we figured we could find a way to do it ourselves. We don't have a pond or a lake, but we plan on buying a plastic horse tough as their enclosure, building a basking spot out of egg crate, and attaching some kind of cover over the rest of the trough to keep the water cool along with something to circulate it. And in the winter we can drop in a heater and give them some extra lighting. We would really love to have them but we also want to make sure that keeping them outside here is okay. If not, we would be surrendering them to a reptile rescue we have worked with before. Does anyone have any information or opinions on keeping RES outside in Phoenix?
