Unusually distant cats?

Alright, I'll try and keep this as short as I can.

My family has two cats; Fat Cat (She's not actually fat at all) and Kitten. Such creative names! Fat Cat is a rescue and I am pretty sure she ran away or was abandoned from a bad home because she has a fear of people's legs which I'll elaborate on later. Kitten, on the other hand was bought from a family and she's definitely the biggest weirdo of the two.

Ever since we got Kitten, we've noticed that she's been a little bit weird. She's slightly cross eyed but nothing to worry about but more than that, she's an absolute moron. Like, I love her to pieces but she's got to be one of the dumbest cats I've ever met. Problem-solving is not one of her strong points. If it's out of her vision, it must have ceased to exist in the first place. She's uncomfortable with people touching or patting her (She'll walk away or arch her back away from your hand) except for my sister. They've got a really strong bond. She also is almost incapable of meowing except for this tiny little, quiet, breathy meow every now and again. It is no louder than a whisper. Don't know if she's got something wrong with her or if she's just weird but I'd like to know what you guys think.

As for Fat Cat, we've had her since she was 2 and she's 4 now. I thought that maybe it would take some time for her to warm up to us so we gave her plenty of time. It's been two years now though and she still will only take pats on the head, won't sit on people's lap under any circumstances and is absolutely terrified of people's legs. She'll approach your leg and give it a nudge if you're completely still but the moment you move it even the slightest bit, she distances herself a good metre and a half away as fast as she can. She doesn't get aggressive or anything but she's just scared of moving legs. Additionally, the only time she ever shows affection to anyone is when we're about to feed her.

Now before I get comments saying "That's what having a cat is like", I think I should elaborate on the fact that it's been two years and neither of them will show affection to either of us except for Kitten towards my sister occasionally. I know cats are generally cold towards people even at the best of times but I just thought that these two are a little... 'distant' for lack of a better word. Do you guys think that there are any training exercises I could do to introduce them to sitting one the couch with people or being a little more open to being touched? Any help or advice is greatly appreciated.
