What The Heck Do We Do Here? (ADVICE PLEASE! Cats)

Seriously looking for advice because what happened today has me stressed out of my mind.

We have three cats and a dog. The oldest cat, Koda, is four, and was my first ever pet as an adult. She moved around different places with me and met many other cats and dogs that belonged to roommates over the years. The middle cat, Beans, is 2. She was introduced to Koda as a small kitten. We took her in from a family friend who couldn't keep her. Beanie is not spayed, Koda is. The newest cat, Mini, was a stray; we believe he is also about 2. We took him in 6 months ago and he gets along very well with everyone but Koda, who is generally a pissed off cat. He is neutered. Our dog, Whiskey, is 2, and was adopted about the same time as Beans.

For a long time now we've had issues with somebody peeing outside their litter box. This issue predates Mini. The thing is, we could never figure out who it was.

Well. Today I thought I figured it out. Because Beans walked right up to me and peed on a shirt at my feet. I wasn't even mad, honestly relieved because we finally knew who it was and could take corrective action.

And then... Koda peed at my boyfriend's feet. Also today.

I never suspected Mini because this has been happening since long before we took him in. And he gets along famously with everybody but Koda, who he was introduced to properly, so I don't think it's induced by the stress of a new cat.

Now I honestly don't know what to do. One cat's bad behavior I thought I could correct, but BOTH of the girls peeing where they please? I have no idea what to do here.

We have one litter box per cat. Since we started having this issue, we've tried different litters, different boxes, different placement of boxes. We mop regularly to clean up the smell of accidents and discourage anyone from peeing (if dog smells it, because she's a puppy, she thinks it's ok to pee there too). The boxes are cleaned regularly.

Mini has what is likely a lifelong respiratory issue that makes him sneeze but Koda and Beans both have a clean bill of health. They are fed immune boosters to make sure they don't catch his cold. So as far as we're aware, it's not a medical issue.

I have no idea what to do here. There was no triggering event to cause both of them to pee everywhere. I never imagined both of them would be the issue. The only good one who's good is Mini and he's a darn stray!

Advice would be lovely. Please help. Pulling my hair out at the idea of living with two cats who pee wherever they want. I'd never give them away (Beans would make the worst farm cat lol) but I can't live in cat pee.

Help?
