Cat is losing too much weight, need help

My cat has been losing weight for the past few months now. Now, she is Like Jack skeleton. I think the reason is because my grandma doesnt feed her when I'm not home.

Explanation: I live between parents and my grandma lives with my mom. My mom and I are not always home to feed to cats, so we rely on my grandma.

My grandmother doesnt feed my cat because my cat is too scared to come down stairs to eat. She is scared because my dumbass mom got a replacement dog after our old one died (Thanks, Bitch. Last thing we needed in our household is more animals and responsiblity), and my cat is having none of it. Even if the dog is locked up, the cat is too scared to come down stairs without me being home.

I asked my grandma today after I came from work " Did you feed the cats today?" She responded saying she feed one cat and not the other one, the starving one. The one cat that is too scared to come down. So I asked her " than why dont you go upstairs and leave food?" She responded with not wanting to walk all the way upstairs.....our bedrooms are 10ft apart and she cant be bothered to make a quick walk up the stairs.....her excuse is that she also has to let the new puppy out...every 30min...the old hag does nothing all day but play video games on her tablet.

My mom now thinks that the cat has a parasite....

Right now, the best solution I can come up with, is to lock the cats in my mancave, on the first floor. However, my cats will gun to the door the second it opens. Is there any good advice to put as much fat on that cat as I can? As fast as I can?
