If I can't afford medical expenses above several hundred dollars. Should I adopt a foster?

So I can keep up with monthly expenses, that is not a problem. However what I cannot afford is more than $1000 in medical expenses a year. I have looked at insurances and it seems like they do not cover much. Should I adopt a pet still? are they better off with me than in a foster home? I can provide them with a loving home and care, good food and shelter and so on. But if my cat were to break her tailbone I would not have 10 grand for the surgery. And from what I can tell pet doctors don't offer payment plans. What is the moral stance on this? don't fosters have unlimited access to medical care and therefore the pets are better off there?
