Seriously concerned for my friends dogs after house/pet sitting

My best friend and her family (my “second family”) bought (from breeders) two puppies back in the fall; a Great Dane and a yellow lab.

The Great Dane was supposed to be a service dog that they wanted to train for their younger son, and the yellow lab was just a little guy my friend really wanted. It’s been 6-8ish months, I’m not over at their house regularly, but this week I’ve been house sitting for them while they’re out of town.

It’s been 6-8 months, the dogs are completely untrained and borderline neglected. They sit in their cage all day, every day. They don’t have a fenced in yard, just a leash tied to a tree. I don’t think they get walked or taken to a dog park or anything, they’re very unsocialized—but they’re not aggressive (as far as I’m aware).

They’re really sweet guys, they’re just absolutely crazy. They aren’t allowed to walk around the house because they’ll destroy anything in their path—so when everyone’s home, they’re in their cage. They live in a box and it’s frustrating.

I work 8-5, but when I’m off work I do my best to get their energy out, I’m just a little upset they don’t get a third of the attention they need.

This family has 3 little kids, 1 grown kid out of the house and another kid a full-time student. Nobody has time for them, I don’t understand why they got these guys in the first place.

Tl;dr: my friends are neglecting their half-grown puppies. Worried they’re messing them up in the long run, wondering if I should say something... and no, I can’t call animal control.
