Do I have enough space for my three cats?

Hello everyone,

Sorry for the long post.

So, basically, I have three kittens who are 3 months old, and I love them very much, but I live in government assisted housing and I got a call today from my apartment block 'manager' and he was checking on registration etc, for the kittens, he seemed happy with everything and hung up, then he called back and asked how many cats there were, I said three, and he cheerily said that I'd need to get rid of one of them as I don't have enough space for three.

However, I disagree to some extent, I often walk my kittens and they seem pretty happy with it, I also made sure to have enough litter trays, and toys, as well as a cat tree, so that they wouldn't get bored or stressed. My apartment isn't huge, I don't know the square-footage, but I have 2 bedrooms, and a laundry room + A small backyard, which I let the kittens into when I'm able to watch them.

I'm not sure what to do as I really don't want to give up one of my kittens, I don't even know how anyone would be able to choose, but I might not have another option.

TLDR; Is my two bedroom apartment too small for my cats even if I walk them?
