HELP. I might have to evacuate, and if so will have to leave my dogs behind. Please help me ensure their survival.

Due to the recent volcanic events of the Taal volcano in the Philippines, I may have to evacuate. If the currently 14 km evacuation radius gets extended to 17 km, I need to leave some of my dogs behind. I have 7 dogs and I can only bring four. I've decided to bring my two smaller dogs and two puppies. The three I have to leave behind are outside dogs (they are large rescues and dislike staying in the house) so they're able to take care of themselves pretty well. I have a very large yard with a lot of potential shelter in addition to their own shelters. The area I am in is expected to experience moderately heavy ashfall. In the previous lighter ashfall, I observed that they dislike ash and know how to stay in their shelter to avoid it. How do I make sure they can eat regularly and not just splurge on all the food I give them? Should I cage them or let them roam?
