I'm dogsitting and working with an INCREDIBLY fearful dog. Any tips?

So, long story short, I am dog sitting a SE Asian dog. He was rescued from an illegal meat market in Asia. He looks like mixed breed spaniel and around 7-8 years estimated by his parents.

He's (his name's Charles) got an adopted brother name Billy who is a Yellow Lab around 1. They are great together. Charles has become completely adjusted to other dogs. But other people prove a problem. Charles surrenders completely to any stressors. So far, in two weeks, Charles has come within about 5 feet but remains terrified. He doesn't snap or growl. Just surrenders. I talk to him in a calm but stern tone to show that I am one with his "pack" and not a threat. I let him watch me engage with Billy and offer Charles the ball often but he just runs. His parents have also tried doing visits with me in order to develop a trusting relationship. I'm not sure what I can do to help Charles overcome his fear.

Recently, I've started just sitting next to him. For upwards 30 minutes. Just wanting him to get used to me.

Any advice?
