One of my cats is always constipated and the other has hairballs, any advice?

Both of the cats have been seen by a vet and given a clean bill of health. They're both under 4 years old.

Constipated cat (2M):

I'm going to buy a water fountain to entice him to drink more and give him wet food once a day with Miralax. Is there anything else I can do? Is he more prone to this since he's long haired? I'm on a low income, but is there a different brand/type of food I should give him?

Hairball cat (3F):

She is short-haired, and she coughs up so many hairballs. I'm not sure what is going on. Other than this, she acts super happy and energetic. Any tips?
