Can I use dirt as kitty litter?

This might sound like a ridiculous question.

We've been using a mixture fine saw dust and clumping clay as kitty litter (they refuse to use anything with grains bigger than sand). We keep the boxes outside on a covered patio because we live in a studio apartment and our terrace is actually larger than the house itself, and the cats enjoy being allowed outside (we only leave the door open when we are home though! Despite much cat-proofing, we don't feel comfortable with leaving them outside when we aren't home, but they're rarely alone for more than one or two hours anyways).

We started a quarantine garden, and all of a sudden it's like the cats absolutely refuse to use the boxes. We give them fresh, brand new litter at least once a week, but they just won't stop digging up my plants or using them as they are (they look me right in the eye as they piss in my peas!!!!!!)

We got a big bin filled with dirt, and they finally stopped trampling everything, but they just refuse to use the litter. They're both sterilized, adult cats... very vocal tortoise-shells too, so they do yell at us when we try to keep them from laying in the plants.

Is litter even worth buying, and can we just fill the boxes with dirt since they seem to prefer it, or is that an awful idea for any number of reasons? Should we just train them to stay inside and use the box inside instead?
