My cat's overseas and I think he's cold. What to do?

My cat's currently in Europe and I'm back home in the US for the holidays. I'm here only for two weeks so I didn't wanna stress him out by moving him from one continent to another and then back again. My roommates have all left too so he's home all alone. I have two friends who check on him once a day every day and today my friend told me my cat was shivering. Turns out the heat in the apartment is not working. The apartment is heated using radiators in each room (I'm assuming steam boiler heating) and it's not working; the radiators are cold and all the rooms are unbearably cold, as described by my friend.

I called my landlord several times with no response. My friends have also called him several times with no response. Being the end of the year and a holiday (NYE and NYD), I'm assuming the landlord won't fix it until the 2nd; the fact that no human beings are in the apartment currently, will make the landlord think that he can take his time with it, I'm afraid.

The max is 45F and min is 27F outside. That is too cold for my baby since the inside won't be that much different. I'm worried and scared that something will happen to him. My friend asked to take him to her house house until I come back so that's a possible solution but I don't think he'll even let her pick him up and put him in his carrier, which is a bit too heavy for her to carry through a 15min walk.

I'm just really worried and I'd appreciate any good words, suggestions, thoughts, or helpful points. Thank you!
