Someone has been taking the collar off of my cat...don’t know who it is, but can I do anything legally if I find out?

I got my cat a new collar because her old one was too small. The new one had my name, phone number, and address. She has had no problem with collars in the past what so ever. My cat has a routine of going out for an hour at a time every couple hours or so. One day she came back with no collar. I just thought she took it off by herself, but was unlikely because I made sure it was put on tight. Oh well. I’ll get her a new one

I get the new collar put it on her and then a couple days later, she comes back from being outside with again, no collar.

Im PISSED, I now know someone has been removing the collar from my cat!! I suspect it might be because they want to either claim her for themselves, or they want to call the pound to get and later claim her there. I hope that may be the only reasons.

I don’t know what to do because I don’t have time to keep an eye on her at all times while she is outside. It there anything threaten to do if I catch them doing anything to her (other than a traditional approach✊🏽). Im extremely worried because I live a low income area where unstable people aren’t uncommon.
