Questions About Raising 8 Week Old Kitten

My family and I are a first time cat owner and I just have some questions that come to mind.

  1. For those that saw an earlier post about our kitten not using the litter, I am happy to report he now is. The only issue is that he won't go to it himself. Instead he will meow at us and we have to pick him up and place him in there. Anything we can do to fix this?
  2. The previous owners of this kitten told us that he should be free fed a bit less than a hand full. However, when I did some research apparently he needs to be fed 1/2 cup of dry food at least four times a day? What would be best?
  3. He also seems to not enjoy drinking water much, is there anything I can do to keep him hydrated?
  4. We also haven't let him climb up or down our stairs yet (nor has he tried to) this is because I am worried he might just slip through the holes in our railing. Do you think he is able to gauge that it wouldn't be safe for him to jump? Additionally, anything we can do to help train him to safely use our staircases?

EDIT: He is an 8 week old orange mackerel tabby if that helps
