Air travel with a dog

Hello, my wife has a 14 lb dog and we want to bring it with us on a flight from LA to Vancouver (or even Seattle if domestic is the only option)

I've seen videos where people fly on "semi-private jets" which are supposedly affordable, and they were able to bring their dog outside of its cage to sit with them for the duration of the flight.

Does anybody know an airline that would allow me to do this because I don't want to leave the dog in the cargo section of the plane, nor do I want to pay $12,000 for a private jet.
