Cat problems with biting and meowing

My boyfriends cat is a 3yo male grey tabby that we have had for little over a year. He is not declawed or neutered.

He meows ALOT. Usually when across the apartment, by apartment door, or bathroom (food, water and clean litter). It sounds like a irritated meow. Sometimes he will stop and come over when we call for him. Sometimes my boyfriend will yell at him to stop.

And my cat also will lay upon my boyfriends chest and will be petted, but all of the sudden he will get annoyed and bite. Sometimes when he is petting him, sometimes when hes just purring on his chest when the petting has stop. Sometimes he will come up to my boyfriend randomly stalk his arm until he bites him.

What do i do about both situations?
