Help litter training a kitten?

So, kitten is now 13 weeks old. Mom was a stray we took in. Mom has since picked up how to use the litter box but taught the kittens otherwise. This kitten has defecated and urinated on clothes, bedding, etc.

And the kitten knows what she's doing. I've shoved her nose in it and immediately put her in the litter box. I've picked up the fecal matter, put it in the box, and then put her in the box. I've caught her going into the litter boxes a couple of times. I'll put her in them periodically throughout the day and she'll act like she's going. But this morning she peed in my dirty laundry hamper. Again.

So I'm at a loss. Currently she is in kitty jail (she's in a zipped play pen with food, water, and a small litter box) but I don't know what else to do. I can't keep her there forever and I don't want to either. She's incredibly loving and I'd like to spend time with her. But I cannot handle this indefinitely.

Any suggestions?
