How do I get my cat some outside time?

I have a cat in a small, 3rd floor apartment who always wants to go outside.

The first time I tried taking him outside, he became very skittish. He headed into some bushes and I hard a hard time catching him because he wouldn't let me get close. It scared me because I wasn't sure I'd ever catch him. I got lucky when some dog caught his attention long enough for me to grab him.

Next, I got a cat harness and tried taking him for walks, but he gets very stubborn and won't let me guide him. If I let him lead, he'll just keep going further and further from the apartment, and eventually he'll just lay down on the ground and refuse to budge. I always end up having to carry him back which seems to make him mad.

I'd like to just let him outside until he gets bored and comes back like other cats I've had in the past. But I'll settle for walking with him with or without a harness. I just want to give him some time outside, but it's such a frustrating hassle which ultimately puts him in a bad mood when I bring him back.
