My dog only pees outside

My dog (3year old cocker spaniel mix female) has been with me for almost 3 months. She is a rescue and gets ptsd with certain types of noises and people such as kids and men. I walk her twice a day in the morning and in the evening and she only pees and poops when we go for a walk. The first week she was with me I was unable to walk her because of her heart worm treatments and she did not poop at all and peed maybe twice in that whole week. We live in an apartment so no garden and there are days where it’s raining heavily and we go out with her rain coat on but when there is a loud noise or something that triggers her she gets frightened and doesn’t pee or poop until we take another round and she is eventually drenched. So far she has been walking twice a day everyday but I worry for a time where she would have to miss a walk for whatever the circumstance. I’m very used to dogs being potty trained with pads indoor so I don’t have much knowledge on how to help them pee inside. I have tried laying out pads for her and bringing her to the pad at a time we would usually go on walks. I’d love some info on this if anyone has personal experience or advice
