For context, my grandparents live in a pretty small town. Because of this, they don’t have a local animal control, animal shelter or humane society. Everything is done through state police.
Their neighbors have a Mastiff who is in a cage in the front yard that is locked with a padlock 24/7. He is never let out. Because of this, the ground on one half is completely covered in feces which makes the entire street smell. They do not feed him or give him water. The only reason he is still alive is because my grandma goes over every day and gives him food and water through a hole in the cage. But there is now an overgrown berry bush that is causing berries to fall in his water and we have no idea if they are toxic or not.
They have called the state police multiple times and tried to reach out to the closest humane society. No one has cared so far, either because it’s out of their county or it doesn’t sound urgent because they can’t provide picture proof (only because they don’t own anything to take pictures with). No one will come out and check the conditions for themselves. My grandparents have tried to talk to the dog’s owners about how worried they are and that they will have to report them if things don’t change. But the owners always just say that they’ll start taking care of everything. Then he still goes without food and water. The poop has never been cleaned.
We have no idea what to do now. It’s going to get to below freezing temperatures in the coming months and I don’t know if he’ll be able to survive that. I don’t live in the same state as them but I would be willing to go as soon as I’m able to and help with anything, like documenting pictures. But I would like to figure out a way to help him in the meantime if anyone has any ideas. Are there any organizations who can go across state or county (Pennsylvania) lines to check on and/or rescue neglected dogs? Or any who could help us get the local resources involved? We will continue to call the places we’ve already found for the time being but I don’t see any good results coming from that.
