Dog is aggressive towards our other dog and cat

Hi all.

My girlfriend and I have recently moved in together and we are having a hard time with her dog (Jessi) being aggressive towards my dog (Jordi) and cat (Mazikeen/Maze).

Background:

  • Jessie - 7yo, 60 lb, Rottweiler, border collie, American bulldog, boxer mix
  • Jordi - 7yo, 40 lb, Beagle/Lab Mix (former service animal)
  • Maze - 1yr, cat
  • 2 other Cats (Ellie, Pearl)

Tried Already:

  • Training with a behavior specialist to stop food/toy/territory aggression
  • Separating beds, toys, feeding
  • Physically separating the animals
  • Crate work
  • Jessi is on the highest levels of Anti Anxiety meds and SSRI we can give her

Issues

  • Jessi is very territorial and aggressive to all dogs. We have to change directions or cross the street if another dog is in our path. She will bark and pull towards the other dog. We have tried treat and positive reinforcement training with limited success.
  • Jessi will disobey any and all commands when food is present, either refusing to sit/stay and constantly coming into the kitchen. If we have food around us she will try and snatch it when possible.
  • Jessi has separation anxiety and will eat anything off the counter or floor. This includes books, paper, pieces to a hair dryer, etc.
  • Maze and our other two cats hiss at each other sometimes when playing. Jessi will start growling and go after Maze when this occurs. She has bit and cornered Maze several times. She has yet to draw blood.
  • Jessi will go after and bite (no blood) and growl at Jordi randomly. It's been getting progressively worse. Jordi now tries to avoid Jessi as best he can and his behavior is much more submissive.
  • The general anxiety in the house is putting a strain on our relationship and we are both extremely nervous to leave the house.
  • We have tried crating but Jessi will bark until she is let out.
  • Jessi will bark and growl at us if we have food an do not share. She has bitten us (not hard) before when we try and correct her behavior or separate her from Jordi.
  • We are afraid to bring my kids (9 and 5) around Jessi as they are smaller and normally are rambunctious. My oldest tried to pet her once when Jessi wasn't looking and she turned around and bit him on the arm. Luckily he had a winter coat on.

We are at a loss for what to do. We are thinking maybe a 2 week 1:1 with a trainer away from the home but we are not sure this will work and it is quite expensive. Would muzzle training work? Can we keep a muzzle on her for extended periods? We are at our wits end. What should we do?
