Help with a cat in care home.

Looking for advice while still being confidential as I work in a care home.

So I work in a care home, one of our residents has a pet cat which she bought with her when she moved into the home. This resident has dementia and because of this the cat is shut in her bedroom 24/7, she has been here just over a year and has been out a few times but as us carers are busy looking after the other residents we don't have time to care for an animal. This last couple months we can tell this cat is getting more and more stressed as the lady is basically feeding her human food or overfeeding her, smothering her and I've heard reports of her hitting this cat and this lady is getting scratched. As I work on nights me and some of the other carers are more concerned for this cats wellbeing and we're unsure on what to do as the day staff don't seem to bothered. The woman's family have said they don't want to remove the cat as it would upset there mum but at the same time it's not good for the cat.

What can we do in this situation? As our manager doesn't seem to be bothered about all this.
