I need some advice in dealing with my eight year old cat. I adopted him about a week and a half ago. He is having some behavioral issues that I do not know how to handle. He was a very good kitty when I first got him. He wasn’t too attached to me until I started petting him. Once he really started to get comfortable around me, he started to follow me into every room. This isn’t really an issue, but he will meow over and over again if I go into the bathroom without him. He also likes to make a lot of noise at night as he plays and runs around, so I have to keep him out of my bedroom. When I close my door though, he will meow all night long and scratch at the door. I feel really bad when I do this, but I am not able to sleep with him jumping around.
Additionally, he has started biting and scratching me when I stop petting him. If I don’t give him attention while I am doing the dishes or cooking, he will bite and attack my ankle and hiss at me. I will be walking around my apartment or doing my homework, and he will meow for awhile to get my attention, and then he will bite me if I don’t respond. I don’t really know what to do about this. I have been trying to do negative punishment (ignore him when he meows, stop giving affection if he scratches or bites me), but that hasn’t seemed to work really well. I thought maybe he needed something else like food or water, but he doesn’t respond when I refill these things. I think he is just wanting affection. I give him a lot of attention, so maybe that is the issue. I have set times throughout the day to pet him. I usually pet him and play with him for 20-30 minutes after I wake up, 30 minutes in the evening after I feed him, and I pet him a lot throughout the day, as I am home for most of the week doing schoolwork online.
Lastly, these aren’t really behavioral things, but I am having trouble keeping his cat litter in his box. I upgraded his box from a regular litter box to one that has sides and a top, but somehow he manages to fling it across the whole room. I also don’t really know what to do about the smell. My whole apartment is starting to smell like cat poop.
I would really like to work with my cat to sort some of these things out, because I know he can be a good kitty. He is very sweet when I pet him, but he becomes very aggressive when I need to do other things. Do you have any advice for me? It would be greatly appreciated.

TLDR: Cat will bite me and attack me if I stop petting him or stop paying attention to him. Cat meows all night if I am not in the same room as him. Cat smells bad and gets litter everywhere (not his fault)
