I think my roommate is neglecting her kitten

Okay, so my roommate (I live in a dorm) got an ESA. I told her as long as he isn’t a KITTEN idc what she does, cause last year, my roommate had a kitten and he was horrible (which is a given, ya know, since he’s a kitten). He ruined my belongings, the schools belongings, everything.

Anyways, my roommate now came home with a cat and told us for months he was a year and a half years old. He started to lose a tooth so we got worried, found his records, and he’s barely 13 weeks old. We gave her multiple chances in fessing up, she didn’t, so we just told her we found his records. She was scared we were gonna make her get rid of him, but overall he is a great kitten so we weren’t worried, just annoyed that she continuously lied to us.

Anyways, that’s not important. The second day she got him, she left to stay at her grandmas house and left him here. He was obviously still getting used to the area so he was pretty calm. He laid with me the entire time and was up my ass with whatever I was doing. She left again today to stay at her grandmas. She said “okay guys, he has food water and his litter is good. I’ll be back tomorrow.” His nose has been very dry recently so I went to check his water. Holy shit guys. It had hair in it, his dry food was in there for so long that it was starting to separate and was super soggy. I dumped it out and there was yellow remnants at the bottom so I had to scrub it. Not only that, it looks like his litter hasn’t been changed in about a week.

Another thing: when she adopted him, she said his brothers had ear mites so he might. She went to Walmart to get some treatment for him. The first two days, she used it on him HOWEVER, only put a drop or two in his ear (the bottle said 4-5), didn’t massage it in, and he immediately shook his head which had the medication fly out everywhere. I think she stopped using the treatment cause it got worse. His ear is bright red at the top and there’s so much shit in his ear. I’m constantly asking if she used his treatment and she says yes every time but I just know she hasn’t with how bad it’s getting.

She’s also always gone. I think the cat thinks me and my girlfriend are his parents cause he’s ALWAYS with us, even when she’s home. He’s constantly in our rooms (if I were him I would be too actually cause her room is horrendous, she has mini rubber bands all over her floor and so much shit he can choke on).

My question is, am I overreacting? I’ve never owned a cat but I really believe this is a form of neglect. She’s SO desperate for a boyfriend, so I really think that is the main reason she got a cat; so she’s not lonely. Should I call someone about this or let it be? He’s not my cat, so I don’t want to be the one cleaning his water bowl and shit but I feel like I have to cause she won’t. What do I do? Should I leave it be or snitch on her?
