My dog won’t walk past other people on the sidewalk.

My pit is 3 and Ive had her since she was 8 weeks old. She has never had anything traumatic happen to her, she is sweet and loving and I guess way too sheltered in my home. In 3 years I’ve rarely walked her because she’s always had free run of the house, never caged, has a dog door to a huge backyard and when I did try to walk her she would get scared and pull herself out of her collar if something spooked her. Lately she’s been putting on weight so I got her a harness and she is so obedient and good on walks. She stays right by me, doesn’t pull or anything. The problem is if she sees anyone in their yard, garage, delivering a package or checking their mail she comes to a full stop and becomes 75lbs of dead weight. She will not continue no matter what I do. I don’t know what to do, she can’t be soothed or sweet talked forward or coerced. It’s the same thing every time, turn around and go back the way we came. She loves walks and runs to the door every time I say walk. She gets a milk bone every time we successfully make it around the neighborhood but she has full on social anxiety panic attack every time she sees a stranger. I’m not sure what to do.
