Should I put my dog to sleep?

I have a 13 year old Bichon Frise and for the last year or so she's been slowing down a lot which obviously comes with age. However, for the last 6 months she's been showing more worrying signs. She drinks so much water then pees it out almost immediately, she's peeing in the house on a daily basis, even when the backdoor is open, which is something she hadn't done since she was a puppy, she's extremely slow and can hardly jump onto the sofa without assistance, she also has times where she just stands still and stares into space and doesn't respond to her name or anything, you have to give her a nudge to move. She also has cataracts in both eyes and we think she's going/gone deaf.

While all these all seem like signs that it's time, she has moments of energy where she'll run around and play with her toys (granted only for about 5 minutes) and she's still excited to see people when they come in, and it seems hard to even consider euthanasia when she's like that. She also still eats a lot and knows exactly when her dinner time is.

My parents have been considering it for some time but it's so hard to make the call when she seems normal part of the time.
