Sentry Plus Doesn't Seem to be Working

Got my cat groomed last week and they said they found a flea on him. So I took him home and ended up finding another flea on him (he's been biting near his tail an hind legs a lot). The flea unfortunately escaped from my grasp, and it's very difficult to check his fur for more of them (He's a long haired ragamuffin)

I got some sentry plus on Thursday and applied it at the base of his neck between his shoulder blades, then used a paper towel to spread it around a little bit on that area. So it's been 48+ hours and he still keeps biting near his tail and stuff like he would be when fleas attack him (He'll just be casually relaxing or something and then suddenly start violently biting at the area)

Shouldn't it have repelled or killed the fleas by now? I've heard it should only take 24ish hours. I've tried the collars but he hates them so much he scratches at them until he starts to bleed.

New cat owner, only had him for 2 months so cut me some slack :)
