Advice for two young kittens

I wrote here about two kittens that I was possibly going to adopt. Well, now I have both, but the circumstances were not ideal and I need help to make them get along.

What happened was that sis got here at 7 weeks old and bro got here at 9. The first kitty adapted pretty well to the apartment and the trust building was quick. The only problem that we noticed is that she tends to become overly aggressive with bites and scratches at night mainly, even thou we play regularly with her to drain her energy levels.

Then, when bro came along, they did not seem to recognize each other. And now, it seems that whenever we put them together in the same room, they won't stop fighting... the aggressor is usually the female but the Male also growls at her when he has a toy that does not want to share. And sometimes the Male just wants to take a sip from the bowl or play with a toy and she just won't stop attacking. What can we do to help them?? How can we tone the aggression down?
