Advice needed regarding kittens fight? Play?

We recently adopted two kittens of the same litter, that arrived two weeks apart due to bad circumstances. They both adapted well and they eat, drink and use the box well and they are very cuddly with us.

The "problem" is that when we let the Male out from the sanctuary room we prepared (he was the last to arrive), both seem to engage in a nearly unending brawl. They don't hiss at each other and they are not leaving lasting damage that I can see, but they just won't stop, even when they seem really tired. They only stop momentarily to drink and eat, which they can do in proximity just fine, but then they resume the brawl.

Last night, at the recommendation from the vet (who believes they are just playing rough), we let them go at it for an extended period of time. They went at it for about 3 hours, only stopping for eating a bit...

Are they really playing? Are they fighting? If so, what can we do to help them get along? We do not want to part with either of them, but we worry they will hurt each other eventually.
