Can you train an outdoor cat to become an indoor cat?

My cat is about 14 years old and is super fit and energetic. We rescued her on a motorway in eastern europe as a kitten so she has a few 'wild' tendencies, one of which she spends lots of time outdoors, particularly in warmer weather.

This summer my parents are planning on selling our house and moving into an apartment in the city for a couple years. The plan is to take the cat with them but I'm worried she'll run away or not settle into the confines of an apartment. She's not litter trained as we've never had a need for it and we've been lucky enough to have lots of land for her to roam etc... She gets really really upset when she's not let outside.

Has anyone had to do a similar thing with their cat? Where do you start?

Would it be better to ask my S.O's parents who have a garden to take her for a couple of years before my parents move back out into the suburbs? Or would that disorient her?

I can't take her as I'll be moving into a city apartment too...
