I have 2 big dogs, 2 chinchillas, and 2 rats. One of my dogs hates all of the animals except the other dog. Help?

edit to title: I forgot to add my cat I have a German Shepherd/husky mix who has an insane prey drive. He’s not quite a year, so he’s still malleable, but he freaks out when he’s near any of the small animals. My cat, rats, and chinchillas are all kept in the basement (very large, I visit them often and take the best care possible of them) but I’d like for the rats (who are social animals), and my cat, to be able to be in any part of the house without getting attacked. My other dog ignores my cat (and all the other animals) and is a Doberman a month younger than my Shepsky. Does anyone have advice on how to calm my Shep down? I’ve tried swapping scents, slowly introducing them, distracting him from the animals, and separation.

Please help! I want my kitty especially to not feel trapped in his own home.

I’ve had both dogs since 12 weeks, and the cat was brought in recently. He’s allowed upstairs when my Shep is outside or crated. He has claws so he can defend himself, but I don’t want them to fight. Is there any hope??
