Cat making multiple places around the house his pee spot, damn near out of ideas

So I have this cat who is constantly sniffing around and trying to pee just about anywhere. I live in a 2 story little place, I have 2 litter boxes, one upstairs in my bathroom and another downstairs in the dining room, which is pretty spacious. None of these places are particularly close to food (unless you count his food bowl which is a hallway and a room over). He is neutered, about 3-4 years old. We have 2 other cats in the house, one male and one female. Both have no problems using either litter box, in fact they mostly use the one downstairs. The main cat in question STILL POOPS in the upstairs litter box, but has to pee literally anywhere else? There have been a couple of occasions where he simply pees on the shower rug not even a couple feet away from the box. What the hell?

Both other cats go outside occasionally, usually coming inside to sleep at night. There is also neighborhood cats that come around to get a bite to eat. I'm aware that a few of them have tried to spray around our front and back doors, which is about where the cat in question likes to pee the most. I've gone outside and sprayed bleach water and other disinfectants around the perimeter of the house to hopefully kill the smell of other cats, but the cat still pees. It's almost never in the same place. I'm getting pretty damn tired of carpet cleaning.

I also want to point out that the cat acts and seems healthy. The only thing we've had wrong with him within the past year was that his skin broke out and became rough with scratches and scabs. After we changed his cat food his skin cleared up and plays all the time with the other cats.

I have no more room for another litter box. What do I do? This is so frustrating.
