Has anyone gotten an ESA letter from an online service?

I'm looking into this for a friend. He just moved to Florida and is trying to move into another friend's condo. He has a job but the insurance doesn't start until after 90 days. He has had an ESA letter in the past from another doctor out of state, so he definitely qualifies.

I have seen other posts about online ESA letters and that the services are a scam. If you have a consultation and establish a relationship with a licensed doctor and they provide their medical credentials, since online therapy is a recognized practice, what is the problem?

I understand the services offered online are bending the rules ethically and I am only looking into it because I know my friend has qualified in the past with a mental health professional (in person) for an ESA letter and right now he is in a little bit of a bind.

Has anyone actually used any online service and successfully gotten a letter? Thanks in advance for your help.
