Advice for owner of a dog with Perenial Hernia

Hi. I have a Jack Russel/Corgie mix who is 9 years old and he has a Perenial Hernia. We noticed it about a year ago and have been to the local Animal Hospital for advice and they told us we would have to drive about 2 hours to a specialist and have to spend about $3500 on surgery (which is really steep for us) and even then there would be a chance of a relapse. The condition doesn't bother my dog at all, we keep him pooping regularly to keep the swelling from getting too big and we feed him soft foods to make the passing easier. It just makes me anxious looking at it and feeling that there is almost nothing I can do as I'm really not expierenced in this condition at all and it worries me. Has anyone here had a similar experience? Can dogs with this condition live for a while if maintained properly? Thanks
