I think my senior cat has diabetes, but I can't test him, any advice? please

Hello!

My cat is around 16 years old now, and has a good life, but the last two years i've noticed that he started drinking more, pissing more, being hungry more often, and losing weight, to the point of going from a chubby indoor cat, to a rather thin cat (you can feel all his back bones and ribs), so i started giving him only meat and liver, instead of dry food, but nothing changed (he also runs less and uses his front legs to climb things rather than jumping, but i think that's normal for a senior cat)

Now, my parents always shrug my worries off, claiming that it's just his age, but i'm not convinced, so i took him to a local vet (who is actually a farm vet) to get him tested, but he couldn't extract enough blood from his paw, and wouldn't try from his neck because he found a heart murmur and said that it could be dangerous

What can i do? can a urine and quick glucose test tell me what i need? or something else maybe? the vet didn't seem very interested, but i could get the tests from a small animals vet in a bigger near city

I'm also planning on buying a special dry food for diabetic cats (by Royal Canin) but i don't know if it would help or make things worse, without getting a proper diagnosis first, any advice?
