According to the people at the shelter, he was really unhappy to be there; he basically never moved around or played or anything, and that's why he was prioritized for finding a foster home. The vets at the shelter found no medical problems. He used to be a stray. I brought him home, and he basically does the same thing as he did at the shelter -- staying in the same place all day. His fur is a bit dirty, I guess because he doesn't groom himself, which I know is a bad sign!
I feel so bad for this poor boy! Sometimes, when I pet his chin or face, he'll lean into it, but most of the time he literally doesn't react at all when you touch him or talk to him. Is there anything I can do to help him? Even if I can't do anything, I'd really love to hear any stories from people who've been in similar situations and had happy endings. It makes me so sad to see this poor cat like this. :(
