Cat peeing outside of box - feels like we've tried everything :(

I have two cats, brother and sister, both about 6 years old. Over the last couple of years, we have had increasing problems with the female peeing on soft items. She even peed on the bed once - right next to me while I was asleep! This isn’t my first rodeo with this kind of behavior, as one of our prior cats had this issue, albeit not this bad.

What we've done so far:

  • Yes, she has been taken to the vet. Several times. We’re taking her again on Monday, but I’m not expecting them to find any sign of a UTI. It comes up negative every time.
  • She’s on special anti-stress, urinary health cat food.
  • She is given Prozac daily (rubbed into her ear).
  • We have Feliway (multi cat) dispensers in the area.
  • We have two cat boxes, that are scooped daily and changed regularly.
  • She and her brother get along great - rarely fight, sleep curled up next to each other, groom each other.
  • We do have a dog, but the female cat and the dog pretty much never interact with each other. The times that the cat is peeing on things (at night) are when the dog is crated.
  • We've been blocking her off from most of the house, since she can’t be trusted without supervision. She is now limited to the living room and kitchen, and I thought that was working well over the past 6 months, but she has taken to peeing on soft things out there - blankets, dog bed, jacket that fell on the floor. My biggest fear is that she'll start peeing on the couches next :(

I’m at my wits end, and don’t know what to do. As mentioned, we're taking her to the vet again on Monday, and we are going to get a third litter box, to see if that helps, but I don’t hold out too much hope on either of those. Other than swathing our furniture in plastic every night before going to bed, does anyone have any other suggestions?
