Looking for advice on neighborhood cat.

So there's this cat that loves to hang out on our porch, probably a bit because we feed him and GF has even gotten him an outdoor bed/house thing. He does have owners and we have brought him home before and he's gone in and whatnot, but he seems to spend way more time outside. The problem is it's winter right now. So far it's been pretty warm this winter (thanks global warming) but we're worried about him being stuck outside during the times when it gets really cold outside, it's not uncommon to get below zero in our area. Also, worried about him overheating in the summer as it's been a little too frequently getting past 90ºF in recent years (again, thanks global warming). We can't take him in because we already have 2 cats and our place isn't large and they have not gotten along at all from their limited interactions. So, do we continue as we have been and just hope that he can get into his home when he needs to? (no cat door) Or should we stop feeding him and such to encourage him to spend more time there? Or should we try to find him a new home? Or is there another option we haven't thought of?
