Puppy goes into full on panic attack when going for a walk

I took two of my 3 month old puppies for a mini walk in my front lawn just to get used to the leash and learn how to walk yesterday but it went a bit worst than I thought. One of the puppies, Popie, was a natural and didn’t take much but a few “come on popie” for her to love her little walk. I tried not to pull or traumatize them on the leash as possible. But our other puppy, Biscuit, would not move at all. She lay herself down on the pathway and even turned her body away from me and my wife. If we tried to encourage walking by picking her up or tugging a tiny bit she’d completely freak out and cry for the high heavens. I decided she wasn’t really ready for the outside world maybe and tried to just keep the leash on inside the house so she knew the leash wasn’t a bad thing and it wouldn’t be painful but she would freeze and not move if we moved the leash at all. She seemed to do fine if we didn’t hold the leash and just let her run around with the leash on. Did anyone have any issues with leash walking with puppies? Is she just too young or not ready? I’ve taught her mom and dad to walk on the leash and they all got the hang of it in one walk so I was a bit shocked Biscuit was so against it.
