What do you think should and could be done on a governmental regulatory level to minimize the amount of abandoned pets, especially dogs and cats, thus minimizing the quantity of unhappy animals in shelters?I think it should be forbidden to sell puppies if you are not a professional breeder (only giving away). However I also think more animals should be sterilized, to minimize the amount of unwanted kittens/puppies, but I don't know yet how to better regulate it.
What would be your suggestions on this matter? (I am not a politician, but this problem disturbs me a lot)
