Has my boyfriend's cat been abused?

My boyfriend's temporarily living with me until he finds a new place. He lived with a roommate and I think they abused her. My boyfriend works 12+ hours some days so he isn't able to give her much attention. All I know is that they promised him they'd take care of her and feed her when he comes home late. I have a cat and he's a sweetheart who loves to cuddle, so I don't know if her reactions are normal. You call her, and walk towards her to pet her at any given moment, and she gets frightened, almost twitching, and meows as if she was scared. I was trying to give her a snack earlier, I let her smell it, I called her multiple times, but instead she's running away from me and hiding in corners of the room. We also try to pet her and cuddle her and she barely accepts pets, forget about hugging or snuggling. It's kind of sad to see her like that because I met her when she was a baby (just weeks old) and she was a very active kitty who loved playing and cuddling. Now, at one year old, she's the opposite. She hides in the room from us and when she relaxes, it's almost as if we bother or frighten her when we approach her. She's only been in my house for a week, but she seems to have gotten comfortable in my room because she loves walking around and exploring the room, when were not "watching" her.. is this behavior normal? Is she like this because she's new at my apartment or because she's been abused?
