First cat is being really mean to new cat

We had a male kitten about a year old and living with us for 6 months. We recently adopted a female cat of the same age. We followed the usual advice of separating the cats into two parts of the house and slowly introducing them to each other. It was rough at first since cat #1 didn't have a lot of experience with other animals. Cat #2 has been great since she was adopted from a cat cafe and is completely fine around cat 1.

We had to separate them a few times since #1 had a habit of following #2 around hissing at her, but after a few days of benign meetings we gave them both the run of the house. Everything seemed pretty good. #1 seemed more content to leave #2 alone and they would even eat near each other or sleep beside each other without incident.

In the last 24 hours something has changed. #1 has repeatedly been pouncing on #2 and trying to bite at her. This seems pretty rough to just be playing, and #2 clearly doesn't like it. She's been spending more time on high ledges or under low furniture where the bigger cat can't easily get to her. I separate them when this happens, but I'm worried she's being terrorized.

Do I go back to constantly keeping them apart? Am I over reacting? What's the right move here?
