should i report my neigjbor for animal cruelty or confront them first?

I have a neighbor(I'm not sure how long he's been there) who I would definitely consider to be abusing his dogs. For a long time now, the dogs have been constantly tied up in his yard on short leashes and it is horrible. My county considers tethering an animal for more than 3 hours animal crielty, and the animals are never not tethered in the yard. Beyond that, there is a small dog house on the side of the stairs where they are tethered that only one dog seems to be able to reach with the leash. The others leash seems too short to even get in the doghouse. One dog is also aggressive and when she sees someone walking by, will start barking and straining at her leash and is legitimately choking herself. It is horrible to watch and you can hear her wheezing. I'm not even sure but she might be aggressive because she never gets exercise or human interaction. We walk by at all hours of the day and the dogs are alone and tied up, the owner is always out back. I'm considering reporting this for animal cruelty, but was wondering if anyone had any advice on whether or not I should try to talk to the owner first. Should I try to ascertain why he is treating his animals like this and help him understand why it is wrong, or could it possibly put the dogs in danger if he then gets mad at someone butting in his business?
