How can people not worried about their outdoor cat

sorry, I never had a cat but I am thinking about adopting one. Recently a neighbors cat is missing and they put up flyer everywhere in the neighborhood. They just said how heartbroken they are because the cat is their baby. The cat is an indoor outdoor cat, and he has not been home for over a week. The thing is there has been several cats got killed all in similar fashion by bb gun in our neighborhood. It is very scary and sad and the suspect is still not caught. Cat serial killer aside our neighborhood is quiet but we hav several main streets and a lot drivers are abs crazy and horrible. 2 pedestrians had been killed by car in the last year. We also have MANY dogs in the neighborhood, and some of them are big and definitely not well trained.

I have a dog and I would worry sick if my dog just roams the neighborhood all day so i’m just trying to understand how can people not worried about their outdoor cat all the time? I understand maybe it seems cruel to keep the cat indoor all the time but just seems like boredom is a small price to pay compare to so much risk outside.
