Seeking Advice: Kitten is jealous she can't come outside with me and the dogs

I've owned dogs for the past 15 years. I like cats, have lived with them and have fostered them in the past, but this is my first time owning one. I don't quite speak 'cat' the way I speak 'dog'.

I recently picked up a kitten minutes after watching someone throw her over a fence at a construction site. She and my 1.5 year old Havanese fell in love instantly. She's very sweet and social, but still likes her alone time. I think she prefers the dog to me lol.

I moved out of a condo last week in anticipation of picking up a long awaited second dog, a swissy puppy. We're now all four in a new place with a backyard terrace enclosed by other terraces and overlooked by dozens of balconies. Obviously, puppies need to pee extremely frequently. So I'm spending a lot of time outside with the dogs.

The kitten stares at us from the French doors, clawing and crying. She's become a flight risk, trying to sneak outside with us. I'm worried about her becoming resentful.

She will be entirely an indoor cat, but I am trying (not so successfully) to harness train her. I'm renting so I'm not able to invest in a catio, and don't have the budget for anything custom like it. I've looked at catproofing the terrace, but it's also really expensive (and I don't really have the time/tools to DIY it).

I'm worried about her losing her sweet social demeanor because she doesn't get to be fully part of the family. Especially now that my attention is on the new puppy, who's anxious and needy.

Would appreciate any advice about how to help the kitten accept the differential treatment and/or any practical solutions to help her hang outside in a meaningful way. Thanks!
