My cat is traumatized by her cone - help!

My cat, who is about one year old, is very skittish and gets scared quite easily. She has something going on with her eye - it's swollen and she keeps scratching at it - and so we've put a cone on her until we can take her to the vet later today, at their direction. However, she is absolutely terrified and I feel horrible about it. She's so scared that she keeps freezing whenever anyone comes near her or she bumps into something and just stays in a frozen position mid-stride for minutes at a time. In between freezing she'll run and hide somewhere and won't move for treats or anything else. I don't want her to scratch up her eye more - she's already itched it so much it's affecting the fur around her eye and just making it worse - but with the cone she obviously doesn't know what's going on and isn't able to have any say in this thing that's on her body, and I don't want to traumatize or harm her. Just wondering if anyone has experience with very easily scared cats or situations like this, and whether there's anything I can or should do.
