How to help a pet who is extremely hungry on their new diet?

I adopted a dog who is 4 years old and weighs 35 lbs. i went to see a vet 4 months ago who specializes in metabolic disorders, nutrition and overweight pets. she made sure he had no thyroid issues, diabetes, metabolic disorders. Hes a very healthy dog besides the overweight part…she said he is supposed to be 21-24 lbs. The vet lowered his food from 3/4 cup twice a day to 1/2 cup twice a day, and now to 1/4 cup twice a day. She doesnt allow treats. He gets vitamins too. The poor pupper is constantly begging me for food, sitting by the closet with the food in there. I feel so bad but im not sure what to do. He started to find non food items to eat, like cardboard, parts of furniture… i had to put up gates everywhere. he even developed severe resource guarding and started attacking and hurting my other dog over food, like actually breaking skin. But i see little progress in weight loss. I know the vet said no treats, but cant there be some zero calorie treats that he may be able to have to keep his tummy feeling full? I feel so bad for my sweet boy. I try distracting him with play time more walks but he ends up eating poo off the ground (no one cleans up after their dog in my neighborhood its really annoying) and begging to go home so he can sit in front of the food closet and beg. Any tips?
